Digital Sovereignty: We Can't Just Talk the Talk, We Need to Walk the Walk
(Especially When It Comes to R&D)
Here's a hard truth: Europe champions "digital sovereignty," but our actions in R&D and startup collaboration often tell a different story. We're great at talking about independence, but are we truly investing in the technological foundations to achieve it?
The data from the latest Innovation Gap Report 2025 is clear: German corporations pour €90 billion into R&D annually, yet over 85% stays in-house. Meanwhile, U.S. giants like Alphabet, Amazon, and Meta channel roughly 30% of their innovation spend into external bets and acquisitions. The result? They're buying up the future while we're still perfecting the past.
(Note: While these figures specifically pertain to Germany, it's highly probable that similar patterns and challenges apply to R&D-intensive companies in Austria as well.)
We face a critical choice:
• Option A: Keep our R&D largely internal, be cautious with startups, and continue to lag in global tech leadership. We'll remain "world champions at creating rules, not at turning ideas into innovation," as Thomas Jarzombek rightly points out.
• Option B: Embrace external innovation as a strategic imperative. This means not just talking about digital sovereignty, but actively investing in it – fostering robust collaborations with startups, streamlining M&A, and leveraging models like Corporate Venture Capital and Venture Clienting.
If we genuinely want digital sovereignty in Europe, we, as R&D and technology-intensive companies, must push for and actively participate in an ecosystem that:
-- Prioritizes external innovation: Move beyond pilots. Integrate startup solutions at scale.
-- Streamlines M&A: Stop analyzing opportunities until they're snatched up by others. More courage, fewer bureaucratic hurdles.
-- Incentivizes collaboration: Support tax breaks for CVC and co-development. Make public procurement startup-friendly.
-- Invests in foundational infrastructure. Talent, data access, and high-performance computing are non-negotiable.
Digital sovereignty isn't a defensive posture; it's an offensive strategy built on innovation, collaboration, and decisive investment. Let's make "Made in Europe" synonymous with "cutting-edge and globally competitive" by backing our ambition with real action.
We have the opportunity to make this change now. Just as some before us had to act quickly to be leaders, we too must seize this opportunity decisively. Let's not miss this chance, but instead actively shape Europe's digital future together!
